Further to the suggestion of others (including Jack who, as an aside, edited the very good "Guns, Death, Terror : An Illustrated History of International Terrorism") there are several films that relate to the Baader-Meinhof and events in Germany.
The Institute of Contemporary Arts, London had a short season of related films, some information about which can be seen at this link -

I'm looking for your suggestions.
Could you advise me films (documentary and narrative) which are dealing with following topics:
1.WHAT IS TERRORISM?

A short explanation: at our university in St. Petersburg a political
science department decided to organize a film-club which will show
films on/about terrorism and have discussions with political
scientists and
film scholars about them. A course of our one colleague was taken as a
base for grouping the films.
All suggestions will be highly appreciated.
