Our case is a little different as we are not part of a college or
university, though we do collaborate from time to time as these
institution have some resources but are clearly not interested in
maintaining facilities for the screening of 16mm.

I realize I should have qualified this by stating that *many* (a large
percentage I would guess) institutions are "clearly not interested in
maintaining facilities for the screening of 16mm".
For example, if I use the situation here the Northwest (WA, OR, ID, and
lets pull in Montana as well), I'm hard pressed to come up with colleges
and universities that maintain facilities for the screening of 16mm.
Mostly, it's private non-profits that set-up shop to do this kind of
specialized cultural work, though again in the case of the Northwest there
are fewer and fewer orgs who can maintain their facilities. And in some
cases I'm just referring to keeping classroom 16mm projectors properly
maintained (an expense that at the most amounts to about $300 a year for
projector service, bulbs, q-tips and cleaning solution).
