I initially figured that using infrared couldn't possibly be a cheap endeavor. I assumed if ir film was still made it was going to be available in 35mm and then I would have to find some one to split it down to 16mm and then go from there. But based on your information shooting ir film seems nearly impossible for some one with a small budget. Video seems to be the only way its economically possible.
