Subtitles are always burnt in with VHS (unless you are
using a closed captioning device or something special
for the hard of hearing). VHS has no capability for
subtitles in itself.
The reason you didn't see subtitles through the NTSC
converter could be because PAL is higher resolution
than NTSC and the converter may have ditched some of
the extra lines that contained the subtitles I guess?
