Final Cut Express or Final Cut Pro?

If FCP I'd recommend exporting through compressor using one of the h.
264 presets (web download or web streaming).

In case you are using express, here are the highest and second
highest quality settings (short of LAN) using compressor presets:

streaming 300k:
