Hi pedro,
if I am not mixing up any names, I believe at least some of his work
should be in the library of the Centre for Advanced Visual Studies at
MIT. I invited Otto Piene once to give a talk, he highly recommended
Hays' work and he told me they have it there. No idea who has rights
for this work. Another place to ask might be the Experimental
Television Center. Don't think he worked there, but they have a good
overview of this period and might be able to help you along.
I would be very happy if you'd let me know in case you were able to
track down his work: it would be interesting to organize a screening
of it somewhere, some time !
