The few times I've done it I've usually been stopped and told to get an artist's permit (which they said would be easy to get). Last time was probably prior to 7/7 though I've never got the sense they clamp down on things irrationally. Also it probably depends where you're hoping to record / whether its a tripod - I was at Westminster so I didn't last more than a few minutes :)
