Strict entry criteria (rules?) are because a festival may have
several hundred works submitted and maybe a handful of people at best
watching and selecting films. There's simply not enough time to
discuss or negotiate information with everybody submitting work, or
chase up filmmakers who haven't put on an address or a title or said
which format the work can be screened in. So the more readily
available the key information the easier it is for all involved in
the process. Personally I doubt anybody truly cares whether a form is
typed or not, and I would imagine that neat block written entries
would be fine, but scrawled labels and post-it notes invariably cause
problems.
