Yes, it appears to be a B/W reversal kit that uses potassium permanganate "Blix" a/k/a Bleach.

I'm surprised there is no sodium sulfite clearing bath used after bleaching. I would think the "Blix" would leave something of a purple stain, but perhaps not.
At any rate, a finished print too light can be attributed to a variety of causes:
1. Film overexposed.
2. First development too long or temp. too hot.
3. Re-exposure after bleaching insufficient (you cannot overexpose at this point).
4. Second development too short or temp. too cold.
