I have been doing my own negative cutting since the 70's and encourage all filmmakers to learn how to perform this task. There are fewer and fewer negative cutters every year. Hardly anyone anymore even knows how to perform a cement splice. Learning this process could help create and new job for starving filmmakers. Since the service is more and more scarce, it is more and more expensive.
Mark Kasorick on the east coast also used to do negative cutting. He's with the Three Colleges Lab on the East Coast. Sorry I do not have the contact info at this time
