In my personal experience, TIE has always treated me great.
now, I don't really know why the festival doesn't contact filmmakers for
notification. but perhaps it's because their criteria for programming and
exhibition is, like it's stated in their entry form, "considered on an ongoing
basis".
so, having a bunch of tour shows a year (as side-programs for their festivals),
I'm guessing its difficult to make definitive decisions on the films submitted
(as in "this certain film won't fit in this program but maybe in the future").
maybe it's just that.
