hi alain,
i've used epson scanners for this successfully. you need to check the model (mine's a bit old!) but many of them come with an attachment that sits ontop of the flatbed. it holds the negative, and contains a small downwards-pointing lightbox that illuminates the neg, which gives pretty good results. they don't specifically hold 16mm, but you can easily put it through. mine holds 120, 35mm and slides.
it's worth mentioning (though i'm sure you're aware!) that you'll never get as good a result as with a dedicated neg scanner. i'm assuming you, like me, just don't have the $8k to spend. another downside of not going this route, though, is that you'll have to make the adjustments for stock yourself if you need to scan negatives rather than positives. you can buy software (for a few $100) that does it very well, or set up a preset in photoshop if you're doing it like me.
