This was - despite the "conventional wisdom" the strategy that The Lab
at Moving Images used (started by a DuArt rebel faction ;-);
apparently with some success as they've since acquired Postworks and
will now move into full lab services (not just ECN developing and
telecine).
Of course that's NY (but on the other hand it was sort of more daring
to do it in NY...)
