Dolby SR on 16mm optical tracks?? No one does that, and theaters
don't have their 16mm projectors running through their Dolby boxes.
Perhaps there is an exception to this rule, but it sounds to me like
you are being fed a line of bull by the guy, and you need to insist
on a new optical track negative or a refund.
