From what I read on another list, and for what that's worth, this
petition has no basis in fact. Real legal restrictions on photographing
people do exist, however, in France and Quebec, based on the dubious
claim that people own their own image. Not sure how much this is
enforced but certainly odd in the land of Cartier-Bresson, et al.
