Hi Ben,
This is just a guess, and I'm not intimate with this model, but it may be that a rubber drive belt which runs as a loop on the interior of the feed arm is loose and is binding somehow inside. Often you can use a screw driver to unscrew the screws holding this arm together to check this out.
Probably someone will post in about five minutes with a schematic or pdf manual and be of more help and expose my advice as worthless, but until they do...
