i do this a lot and i measure my loop to each projector - basically i
set up the projector with the reels on, thread the projector and then
make my splice mark. there are probably more calculated ways to do
this, but this works, it's a trial and error thing. i like to leave
about 8 frames of extra space to test and see how smoothly things go
(projectors vary - my favorite is the Pageant for this but i have
also done it with B&H, and a very durable portable projector made by
Singer which is amazingly quiet and smooth). i usually get the best
results when the loop is fairly taut, but make sure it is not too
tight. always test your loop for a good 30 mins to 1 hour to see
how the projector is handling it over time, make sure the loops in
the threading mechanism are stable and make sure the film reels are
not moving inward toward each other. if this happens, your film loop
is too short. If the loop is too long, you will hear it and the
reels will seem unstable, the threading mechanism will eventually
lose its loops in the Pageant.

if you can somehow modify the projector, you can project a loop of a
specific length, but for a simple scratch project, that would be a
ton of work.

i bought the last roll of black leader on ebay, but it's not always
available and sometimes really expensive.
and.... i'm not in the ny area so can't help you there.
