If she builds a house just for herself, no. But I think that if she
builds a house and puts it on public display, as a house, then she is
declaring herself a housebuilder - it doesn't matter whether
"foremost" or not. And her house then gets experienced, evaluated
and critiqued as a house, as if it was built by a housebuilder.

But it seems a bit silly to demand that every time someone critiques
any house, he or she must mention that Frank Lloyd Wright has
shortcomings, too. And what about Gaudi, or Loos, or Corbusier?
Doesn't one then have to mention, in the same breath, that they, too,
had shortcomings? And this is all - why? So as not to injure the
delicate feelings of the person who built the house that was being
critiqued?
